Neither one is adjusted properly in the picture, either that or the needle is missing on the right side one.
They should freely move up and down and stop parallel to the body.
The needle and seat will hold it there when adjusted properly.
The float rising in the body puts upward pressure on the needle forcing it into the seat and shutting off the fuel.
