I'm more confused about your starter having 12 volts and that it does nothing yet you bench test it and it rotates backwards. You have some good advice here in regards to CW/CCW rotation and polarity.
However, I think your issue is rather simple and common..... make sure the wiring connections from the battery is nice, bright and tight! And the also includes the ground wire from battery to chassis. Do check the wiring even though you read 12 volts. I think not enough of that 12 volts is coming thru the wiring!
