First, welcome to OCC..........
There is a "seat switch" with ORG & YEL wires that needs to engage for the PTO circuit to work. I would look there since the seat switch is in the area of the work you did.
In order to start the Tractor, the PTO has to be off and the LH brake pedal has to be depressed.
