A. New PTO's require a break-in procedure, which is similar to what you just did, so might be OK now.
B. PTO air gap should be .017". Did you check it?
C. Do the mule drive pulleys turn freely.
D. Is the engine warmed up when you are engaging the PTO?
E. Do you have the throttle (engine rpm) up before engaging the PTO?
F. With the PTO belt removed does it still stall?
