I am assuming that the issue being described is that, the transaxle was put into freewheel mode so that it could be pushed around, and upon attempting to re-engage the pump to the wheels, discovered that the mechanism was broke and would no longer engage?
Before you definitively say that its the issue, let start with something more simple, have you checked to see if there's fluid inside the transaxle? It definitely will not work if there's no fluid.
