First, welcome to OCC........

The output of the V/R should be 13.5 to 14.00 VDC. The output is based on that the "V/R Housing" has a good ground. With a VOM or a DVM meter, measure the resistance from the V/R Housing to the Battery Negative Terminal. You should have Zero Ohms. If you don't have a meter, then take a Jumper Wire and jumper between the V/R Case and Battery Negative Termnal. If you see the normal output, then you have a grounding issue. If no change is seen, then replace the V/R.
