I have used very thin aluminum flashing as a backer for the decal,
and used thin double-sided tape such as for holding carpet down,
to stick the back of the aluminum to the steering wheel hub.
If you need to get the steering wheel off, you can peel the aluminum off
with the decal intact and re-apply with new tape.
