If I may add:
the clock style hour meters are electric over mechanical.
Sooo,--- there is a spring that is stretched by a electro magnet, and as such, it will continue to run the second hand approximately 60 seconds,(give/take)
so that needs to be considered when trouble shooting.
Best to use a meter or test light to actually see if power is being applied to the "clock" electrical connections.
If one turns up their hearing aids and puts their Ear up to the hour meter, you can actually hear it ticking till the spring fully retracts, closing the electrical points,--- yes they are old skool with breaker points
