The Fuse is located on the Dash Tower on the LH side, see image from the Owners Manual on page #5. It is item #3.

Can I run the tractor without the side panels installed ?

Depends......... On how hot of a day. Here in Michigan, I have run my 1450 without side panels, in the cooler part of the year, with out issue(s). IF......all your engine shrouds are in good condition and properly installed, this directs the air flow across the engine, from back to front. This is the major factor in the engine cooling. The side panels help, keep the engine "quieter" (hence the name - "Quietline"), and aesthetic purposes.
