Running into a problem on my 2010 Cadet with the 20hp Kohler engine. Won't always restart unless you spin the fly wheel. Problem, I was told, is that it's not decompressing when it shuts off.

Solenoid is good as is the starter, valve clearances are within specs.

Looking for any help or suggestions.
