it is so tight i dont know how it could be slipping, wish i had a way of finding out. Both the PTO belt for the Deck and snow blower go on very tight this has me stumped. i have removed every pulley after spining them on the tractor and deck spun them in my hand holding the bearings and felt no friction, i have had bearings in the past when going bad you could feel a rough spot doing this.
