I sounds to me like safety switches messing with you. You could start by
putting 12 volts to you PTO without anything running. If you hear the PTO
engage then you can eliminate the PTO. Then start looking at the switches,
3 things have to happen. PTO is disengaged. Brake is fully down and you
are sitting in the seat.
