I just want to say thanks to all of those who provided some advice, and I wanted to give you an update on where I am at. I soaked the carb for about 22 hours in Berryman's Chem-Dip, and it removed an astounding amount of gunk inside and out. The carb looks so much better to the eye. I took a small wire and worked it through some passages to try to clean any obstructions, but it came out clean everywhere. At this point, I decided to skip, at least for now, replacing the welch plugs. I figured it was worth a shot to see it the carb worked properly as is since it seems like all grime has been removed. If I have problems, I can always do the welch plugs later.

So, I put the carb back on and the tractor is running better than it has since I bought it a few months ago. I made some adjustments to the screws on the carb, and I may need to still do a little more, but it already sounds far better than it had.
