It's not a lift block, it's to replace the hyd cyl to rockshaft pin so there is no intereference between the head of the original pin and the lift bar. I went to an old timey Cadet dealer nearby yesterday and he knew what I meant, showed me in his parts book, and said he can get one for me by next week, the warehouse has some in stock.

What I suspect you may have is a cut down lift bar like those shown below for comparison. Note how little metal is left between the wall of the hole and the end of the bar. If you're going to use down pressure on an implement that will put a lot of pressure on that thin wall because downward pressure is accomplished by pulling on the bar. Will it hold up? Maybe but if there wasn't any concern at IH, why make that part?
