Default 1250 PTO adjustment

Hey all. I'm having some trouble with the electric PTO on my machine. This has been going on since I bought it a few years ago. The pto engages without issue but disengaging is a different story. For example, if I am running my snow blower and flip the PTO switch to the off position the snow blower will still spin most of the time but a bit slower. If I drive into a packed pile of snow with the PTO disengaged it will then usually stop but make a slight rubbing sound. When I start the tractor the blower will spin slowly and I can hear the pto rubbing a bit. I am trying to make the adjustments but it is not working. When I loosen the brake flange the distance between the driving hub and the driven disc does not increase. It seems like it is stuck. I have never taken one apart before so I've never seen the internal workings of it to know exactly what is sticking and how to fix it. Can I spray a penetrating oil in there to loosen it up? Winter is coming and I can't procrastinate this any longer. I would like for it to work as it should this winter. Btw I have already read the info in the technical library and followed the directions. Maybe I'm not understanding it correctly or maybe this darn thing is just stuck, idk.
