If I were in your situation, I would do the following:
1.) test ignition switch for 12V battery power coming in with test light ("TL");
2.) test for 12V power going out of ignition switch with TL when key is in start position (I believe OCC 124 wiring diagram shows this wire as orange. And, (according to my memory) the orange wire goes from the starter terminal on the ignition switch to the safety switch.
3. test for 12V power with TL at orange wire on the safety switch.
4. The 12V power should leave the safety switch on the orange and black wire. Test for 12V with TL on orange black wire when safety switch is depressed.
5. Check to see if you now have 12V at the solenoid trigger wire (should be the orange/black wire).
