I assume you are talking about "nut removal". With that in mind (a) heat, (b) impact driver, or (c) cut off grinder

 Don't know where there are Phillips Screws. General speaking, you can take a cut off wheel on a Dremel type of tool, and grind a slot into the head, then take an appropriate slotted screw driver and see if you can turn them out. Also see suggestion #3.
