Default Question on a CH18S Carb

I removed the carb on my 3184 with a CH18S engine to give it a good cleaning after not running for 5+ years and have a few questions.

So I was giving it a good cleaning and hitting it with compressed air and this Welch plug flew across the room. Somehow I found it and put it back in but I'm pretty sure these are a 1 time deal. So, can I just use some type of Permatex and put a dab on the outside of the plug? I'm sure the proper way is to replace it but it's not shown on any of the parts diagrams. Is there a kit they sell with different sizes?

My next question is the (what I call) horsepower reduction screw.
Is this the one that I remove to make the engine have more ponies?
