Assuming you have the correct switch, with the key in off position the magneto gets grounded thru contacts M and G.
Pull the plug off the switch and check to see if you have ground on the G contact of the plug.
You might first check the 25 amp fuse that appears to provide the ground connection to the switch and also the PTO.
