Sounds like a carburetor float/needle/seat issue. These pumps don't typically develop enough pressure to overcome the float.

That being said, I would ditch the Amazon pump altogether. If you need a fuel pump, I'd recommend using an inline electric pump rated for 1-2 PSI. Facet pump number 40177 is a tested and reliable option. The knock off aftermarket pumps have extremely variable quality and I personally would not trust it to last.

The snap rings are just fitting installation tools for the plastic pumps.
