I'm looking at an online schematic of that 1046. I'm assuming it's the 20A fuse blowing.
It looks like the RED/BLACK wire coming from your fuse holder heads to the key switch.
If it was me, I'd try removing (and labeling) the other wires attached to the switch:
Yellow
Green
Orange/White
Red
then turn the switch on and see if the fuse blows.
If it doesn't, turn the switch off, attach one of the others one at a time and find which wire it is that blows the fuse.
Then when you know that we can look in more detail.
The PTO switch if in the OFF position should not blow the fuse unless the primary wiring is shorted to ground.
Edit: It also looks like the PTO line doesn't go through the fuse at all.
