Solved timing issue
The timing belt on the tractor when I bought it was not the 20mm height. The belt was only 1/3 the correct height. The new belt and retiming the blades now are working as expected.
I will help anyone who has had blades get out of time. I will share better pictures than in the Cub Cadet manual if I can figure out how to attach images.
