Yes, That comes up enough in searching for that issue I was well aware it needs to be at the bottom for it to drain

I was having similar issue on my 14 hp engine with excessive oil film and it stopped when I replaced the rubber tube that applies pressure on the reed so it seats on the plate firmly, the old one was noticeably squished and distorted. I figured the same fix would work here.
