Yes the entire sleeve has to be bored out, incurring those charges, then
all the new parts that you have to purchase to put in it to do it properly.
Your looking at 75% of the cost of a new engine,
Also the heat transfer of the sleeve to the bored hole isn't 100% so its going to run hotter on that cylinder.
