Try one of the "All Wheel and Tire Cleaners" by Armor All or similar companies. It cleans and degreases without the need for a power washer. Simply spray it on and let it do its job for 10 minutes or so, then use a soft brush (an old paint brush works well) to go over everything...
Hose everything off and dry with compressed air from top to bottom. It gets the grime off in areas that can't be reached with the brush as well. I have been using it on all types of things over the years and it's easy on your hands...no need to wear gloves. It's the best cleaner for most everything that needs cleaning!
I like cleaning the paint on my mower deck and other implements with this at the end of the season. The grime falls off and it doesn't mess up the paint like oven cleaner or other harsh chemicals.
Oh, yeah...its also good for cleaning the wheels and tires on your car!!
