It might be a smoker that needs a rebuild, or have a major engine issue. Good also be they got a new mower and just parked that one. Good luck!

With that Cali weather it probably isn't in too bad of shape even sitting out.
OP, to answer your previous question, they aren't worth more than a few hundo in running/decent condition, at least by me.
But all it needs from you is likely a battery, carb cleaning, points cleaning, and some front tires or tubes.
