Im not completely sure as I don't own a snowthrower like that, but if the tensioner pully is flat, then it goes on the flat side of the belt. Also, the belt should be positioned so it wraps around the drive and driven pullies as much as possible. I hope this helps, I'm sure someone who really knows will be along shortly.
