No, it usually indicates the passage is plugged or you have a vacuum leak, possibly around the throttle shaft?
Normally when the engine is @ dead idle, you should be able to kill the engine with a turn either direction from the present setting.
Count the turns from seated,remember it, then remove the needle and blow a shot of compressed air in the needle hole and replace the needle and try it.
sometimes that will work.
But if it is running correctly @ idle, I would not be too concerned.
Can't remember the setting but a 1-1/2 turn shouldn't be two far away.
that usually is a good place to start.
I'm sure others will chime in also.
