OK I see my error. I was setting the points at 0.020 when the S was in the sight hole rather than have them just start to open at that point.
Thanks to everyone who responded. This forum never disappoints.
For the record I had the take off the drive shaft and remove the flywheel cover to clean up and paint the timing marks. It would have been easier to pull the motor out but I was being stubborn.
