I had the same problem after a rebuild on my 12 HP Kohler.
Oil leaking out the governor shaft bushing. WTH, it never leaked before the rebuild. During the rebuild I inspected the bushing. No wear that I could tell/measure even.
A new bushing installed...still leaked.
I finally had a few hours of runtime on the rebuilt engine. Good time to check valve lash. Took all the cover, baffle, reed valve apart to get to valve lifters. Check out lash, and tweek slightly. Put it all back together.
I run the engine and guess what, no more leaking around the governor shaft bushing. Somehow the reed valve was sticking.
My big clue should have been the slight spitting of oil out of the oil dipstick tube, when running. Crankcase pressure had no place else to go. A side effect was forcing oil out the governor shaft bushing.

Just something to check. Who knows, it could happen to somebody else.
