Set your timing using Matt G's static timing guide. Not to sure if that will help your smoking or not but until the engine is timed correctly it's hard to say.

I had a K241 that would stumble when it would throttle up. It was a blown head gasket. Head gaskets are like $11 and it would be a good time to remove the carbon build up at the same time. The service manual has the info in it. Have you set the carb to the factory defualts? Has the carb been rebuilt lately? If your 1650 has been sitting a while it might need to be rebuilt. Could be some play around the throttle shaft.
