I am pretty sure the left pulley in your first pic should be on the other side of the bracket as it is in the picture with the one held with a spring. That large hole small hole setup is where the spring would go. Put the threaded rod thru the top left hole not the top right hole as it is. The 44 series decks usually require the pulley brackets to be turned at an angle to help align the belts with the off set center pulley. That is why some of us with those decks have to have an additional mule drive to use with a tiller. Hope this helps some
