Maybe you could take the float bowl off and leave the rest of the carb on. Hold the float up and turn the gas on. See if the needle is leaking or not. Let it down and up a few times. If that works then you know the float must be out of adjustment or catching on something. I assume the float comes new with the kit? If not, maybe there is a pin hole in it and is full of gas.
