We cleaned it very good, and my tank, filter, lines, bowl etc, are all clean. I'm wondering if the black flexible "baffle" could be hanging the float up some how. Does anyone know if it's advisable to do away with the baffle? We're going to try to adjust the float in a day or two, but other than that or the baffle, I dont know what it could be. Any ideas appreciated.

make sure that the bowel vent is not plugged with a bug. yes I said a bug, mine was a yellow jacket!!! if the bowel vent is plugged the fuel WILL start a siphon at the main jet and never fill the bowel to lift the float. I was convinced that granddaddy was haunting me by holding the float down!!!!!
