GOOD NEWS! I believe I ruled out that the internal part of governor is the problem. I loosened the governor arm from the shaft and set it the way the manual instructed. It worked. The governor now works just the way it should. It still idles a little rough. I know if it was an adjustable carbureator I could smooth it out but there is no adjusting except that idle adjustment which does not do much. How do identify a #26 carb? Are they stamped? I have several carbs from the k series engines but am not sure what number they are.

Anyway, I really appreciate all your help. It is great having a resource like this.
