That's the fuse for the PTO!
Push in a bit while turning to the left and it should just pop/pull out.
Therein may lie your problem.
Start there.
And check the wiring from there through the circuit to the PTO.
A tiny bit of WD-40 in the switch itself may aid a bit as well.
Work it back and forth to loosen it up some.
Check for juice at the plug into the PTO as well and make sure all the connections are clean bright & tight including the ground from the engine to the frame.
You should be able to hear it "click" if operable while flipping the switch, engine off of course but key in the on position. Don't for get to turn the key back off!
