If you look at the charge pump, it is secured with 2 bolts.
Where the bolts go through the charge pump, one of the "ears" has a flat milled on it. That flat should be on the right side when sitting on the machine. in other words your right ankle. Those Sundstrand hydro units were used in many NON cub applications so they can be swapped to either drive forward or reverse depending on how the charge pump is installed, because different engines drive off the flywheel end or the PTO end of the crankshaft. You can do a search on this site and actually see pictures of this topic discussed in the past. Do as you please.

If the tractor has forward and reverse, then the charge pump is oriented correctly. If you put it backwards, you have no movement.
It may be possible to put the motor side swash plate backwards, but I don't think so. And that would only be if someone had the unit apart before the OP got it. It sounds like a linkage problem. The shift shaft turned 180 maybe so the tab is pulling the linkage when you push the lever?

The flat on the charge pump should be on the right side as you sit on the tractor.

I'll be pretty happy if I don't need to pull the fenders too! I hope someone finds this thread useful at some point!

I can confirm that the speed control cam was the issue.
The cam pivot bracket appears that it will work, but I didn't mess with it. Lots of people are swapping pumps from 2000 series tractors and such but I seem to be in the minority for running into suction pump issues. Odd.
