Okay, since wiring schematics get me crosseyed sometimes, can someone tell me if the feed to the fuel shutoff solenoid comes from the PTO switch? Also from the key switch in the start position?

That's what it looks like to me.

During the "start" of the engine, power is fed to the Fuel Solenoid from the "S" terminal of the Ignition Switch, then onto the PTO switch, then onto to the Starter Solenoid. Thus, unless the PTO is in the "off" position, no start, no fuel solenoid.

During the "run" of the engine, power is supplied to the Fuel Solenoid from the "R" terminal of the Ignition Switch.

Okay, I'm afflicted with ADD. Looks like the red/white comes off the switch in the on position and feeds both the hour meter and the fuel solenoid?

If the hour meter doesn't run, the engine MIGHT NOT RUN either?

IF the hour meter is working properly and wired correctly, then yes.
