commpression stroke stops starter

hello all I just had my 149 rebuilt it was bored .30 over but the starter wont turn the engine over past the commpression stroke I check all the wiring cleaned all electrical conections and have good voltage and new battery
if I take the spark plug out it turns over great valves are ajusted to kohler specs now for the fun part if its cold it will not even try to start just dies on commperssion but if I put a heater in the shead a few hours I can spin it off the commpression stroke and it works a bit better sometimes it will fire up but when you turn it off and try to restart it it stops on commpression and I have to spin it again by hand backwards so it will start again any ideas thanks

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
