Does it matter where the paper shims go? Gasket against the block or against the plate? Thanks

I found what I was looking for in the service manual. It says gasket on block them paper shims .

but it don't matter. which way you put them in. in our pullers we just use one special copper shim.

I didn't think it really mattered, but hadn't found it in the manual as of then and doesn't hurt to ask. Thanks Don!
