MY 1864 starts and mows just fine for however long I need it. If I shut it off and try to start it 10 mins later it won't start.
It turns over and acts like it's flooded, over and over then finally it attempts to start acting like it's flooded and eventually starts after burning off the excess fuel. What would cause the carb to flood when it's shut off? The carb float?, the needle that allows fuel to enter? I'm thinking it must be something to do with the carb. Thanks for any help.

are you sure its fuel related and not ignition? a ignition coil can cause issues when hot,as well as the carb. has the carb ever been rebuilt? is the fuel filter clean? fuel hoses replaced before? . you could try to crimp off the fuel hose going from the pump to carb after shutting it off,that would eliminate fuel pressure from pump being forced past the needle and seat. if that solves the issue,i would rebuild the carb,this new gas loves to eat rubber parts

Yes, June 2014 new fuel filter and rubber lines and recently new plugs and air filters. The carb hasn't been touched. This not starting problem has steadily gotten worse. Maybe that would indicate ignition coils.

Take the spark plugs out and turn the key. If you see plumes of gasoline coming out of the hole it's flooded.

Does it "diesel" when you shut it down when it is hot?

it could be fuel boiling in the carb if the engine is running hot. flooding can be caused by either carb or ignition.
