Default Briggs 9hp over reving

Hey guys
On my economy tractor, I lost the throttle linkage that goes from the governor arm to the carbeurator, so I made a homemade one, just got it running, it used to run but hadn't in a few years, and now it idles great but when I touch the throttle it revs up very high and I can't control it with the throttle, is this the linkage or governor out of adjustment? Thanks. Also where could I get a Linkage from ?
