Angry 3186 actuator

I have a new to me 3186. The actuator will not engage the pto drive. Have vacuum to actuator but no voltage to solenoid.
What do I need to check?

The red/black wire is the 12 volt + and the blue is ground at the solenoid. The red/black wire comes from the seat switch so check that. Do you have a wiring schematic for your machine?

Yes I have a wiring diagram.
Seat switch was working, ill check it again.

Ok, my seat switch checks ok. Says that it is a normally closed. When seat is up it reads open, seat down reads closed.

When I jump the solenoid switch to battery and start engine actuator will engage blades.
Could the pto switch be bad, if so how do I check thay?
