Default Fuel in filter pan

My International Cub Cadet 1000 will run at low throttle but starts to stall at high throttle. I checked the filter and find that fuel is draining from the carb into the filter pan. Is the float valve stuck open? Should I just go ahead and buy a new carb or can this one be easily saved? Thanks in advance for any help.

Filter pan????
You mean the air filter I assume.

Fuel running out of the carb usually means stuck needle valve.
Sounds like your carb needs a rebuild kit.

China carb? When I bought my 102 it had one on it. The cheapo rubber they use to coat the needle disintegrated very quickly and led to pretty severe flooding (fuel running out of air cleaner housing like you describe). Used OEM carb, OEM Kohler rebuild kit, and a little time spent cleaning and adjusting fixed that issue right up.

could be a cheapo chinese carburetor. how would I know? wouldnt surprise me since those are around $30 on fleabay. Does anybody have a link to a good carb kit I can buy?

Look for either Walbro or Carter cast into the body of the carb and either 26 or 30 cast into the inlet side on the top of the inner surface behind the choke plate.

A domestic carb kit probably won't fit the offshore carb, threads are different for the needle seat.
You using ethanal fuel?
That's probably the issue why the needle valves go to pot.
What did you expect for $30.
