Brakes in Cub Cadet 104

Okay. So I just recently picked up a non-running Cub Cadet 104 from a guy who "just want it gone, its an eyesore". Lets just say I was glad to take it off his hands for $40. So I brought it home, changed the coil and it fired up after 2 yrs of sitting. Well I ran it a little, and shut it off and it seems like the brakes have semi-locked up. Even with the brake pedal not pressed it feels like I'm pushing against the brakes, like they are 1/2 applied or something. I have checked the linkage, but my question is what is the best way to see what is going on with the brake? I haven't opened a tranny on one of these. Tips? Tricks?

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
