Is This an Acceptable Repair?

I bought this 2182 a short while back from a good friend. He had purchased the unit a little over a year ago as a "rebuilt/refurbished" machine. He subsequently had many problems with it and sold it to me as a very reasonable price. I knew the machine had multiple issues and am well satisfied with the deal.
When refurbishing the Haben deck, I ran into this repair and thought I would share and see what others thought about the repair quality. I believe it is Sam who says something about, Some people should not be allowed to use tools.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
