149 Cub Cadet Choking Problem

Hi guys

I got a 1971 149 cub cadet. My problem is that it will only start and run even after being warmed up at full choke. If you strat to push the choke in the engine starts puttering and then will die usually within 10 secs or so. I do know that if the fuel is not shut off after use gas will leak out of the carburetor. I do not know if these two things are connected. So my thoughts are the float is messed up and that why it leaks fuel but I have no idea why it will only run fully choked.
Before I tore into my carburetor wanted to check here if anyone has any idea of what could be wrong.
