As said by others if the deck is used, it is going to get blasted by debris.
If one has sandy soil or bare spots, nothing is going to hold up.
oh and mulching dry leaves will clean up the underside of a deck like sandblasting it. BTDT

What he said! I usually paint the underside of my deck after my agrifab leaf sucker has sucked its last leaf of the fall.

If its really rotted like you say, sand blasting will more than likely leave you with a sieve

We’ll see how long it lasts. If it needs, I can put another coat of paint on at the end of the season.

I’m not going to sandblast it, just wire brush the heavy rust off.

After a rust converter and two coats of Rustoleum, it looks much better now. We’ll see how long it holds up.

Is this mower deck on leaf duty in fall?

Looks like a really rough underside surface.
I would not expect that to shed grass clippings that are damp very well.
