Here's what I use. Sit on the seat and put your legs under the steering wheel. Use one of my hands to help pull, the other one holding the air chisel. Put the tip in the center of the steering shaft, pull the trigger while pulling as hard as you can. Usually..... they pop right off.

Steering Wheel Puller
I made one from scratch with steel I had laying around, had I been thinking I would have checked Harbor Freight and save myself a lot of time. Mine works very good, but I had a lot of time invested in the construction. It would have been worth it to purchase one. On reassembly I used anti-seize lube to facilitate easier removal in the future. I used a new thrust bearing and washer and have much improved steering without any more lockups.

there are some on here that make a puller. I made one. but what was easy for me was taking the pin and cap off the bottom and screwed the nut on the top and gave it a few good smacks with a hammer.
be ready to catch the bearings in the bottom. and the and the thingyy in the side with the jam nut on it ,,,take it out first to.
