The PTO I have is the one that says non adjustable in your pic.
Now that you mention safety switches, I feel completely stupid. This tractor dosnt have the fenders and seat back on it yet so the seat switch is unhooked. Doh!

As far as the starting goes you also need it in neutral, the PTO needs to be off and the brake pedal needs to be down.

Got this one all wrapped up and mowed with it today. As of now, she is running like a champ. This one needs some other work, its missing the headlights, one of the front deck wheel assemblies has been broke off for as long as I have owned it. Shes mowing good for now though.

Yeah Ive seen a ton of 2000 series tractors on CL with no headlights. A brand new assembly on Ebay is $75. I may pick up a set one day.
The fella I bought the tractor from back in the day said he had the deck wheel assembly that had broken off and when he found it, he would call me. That was more than 4 years ago and Ive never heard from him. Surprisingly, this thing mows nice and level with three wheels on it but Id like to get that fixed one of these days.

Personally unless you need to mow at night I'd leave the headlight out. They get better air flow without the light. One reason the lights fail is that they get hot from the exhaust being directly under them.

Yeah that makes since. He said they fell out and he mowed over them. Lol The only real issue with them being out Ive had is when mowing on windy days. Ive had grass blow in there and get trapped in the heat shield on the header pipe and catch fire a couple times. Now that the tractor is fixed and isn't over heating, maybe that wont be an issue anymore. I also stop a couple times on windy days and make sure its not collecting grass and it all gets blowed out when Im done mowing.
